Yes, there is such a setting!
I checked with my Logitech Harmony Elite when controlling my LG TV, there is indeed a switch for simplink on the remote screen, as well as on the smartphone version.

Yay! I confirm - brilliant! I seem to recall now that it wasn't there as you have described, before I took my Harmony out of use. Indeed it wasn't there when I first examined the device that had been added way back.

However there's been a few firmware updates for the Harmony since and after deleting the Device and re-adding it, the Simpllink setting is now there. Tomorrow I shall play a bit more and add the setting to the Activities that are associated with the TV. Thanks again

Well yea, that's the thing... you can't think of the new remote as an exact Harmony replacement. Activities aren't the same, and their device library for IR is significantly diminished. However, there are a few main features that are game changers for me
    • Stateful display, meaning that it updates to reflect the state of other devices... what's playing, audio / video settings (i.e. sub volume, tv brightness), thermostat settings etc. This is very useful for an integrated home like mine
    • Full IP control... In my setup I have an Intel NUC that controls all devices via either IP or RS232. It is also responsible for turning on / off all devices according to activity, meaning that the harmony only sends basic commands that I effectively relay via the NUC. Doing this with the harmony is a pain though because it doesn't natively support IP commands. You have to jump through hoops with things like the Roku integration etc... all very messy and cumbersome
    • All buttons are openly configurable and not hardcoded to certain classes of device
But for mass market appeal, I agree, it's got quite a ways to go
