I suppose you download to an external storage. if so, both z10 and z9s have problems dealing with external sata and usb drives. apps can not get access permission to external storages, so you can not copy/move/download to external storage using any 3rd party app like file managers/browsers/downloaders. but this does not apply to the built-in system apps.
