I've used PIA in the past. It always worked by going to Android system Settings > Wireless and Networking > More > VPN and logging in to one of PIA's servers with your userID and password. You shouldn't need to do any setup in Kodi. They also had an app that you could use at startup.

I don't think there's a way to turn PIA on and off from within KODI. I tried one of those launcher type add-ons in the past, but couldn't get it to work. Like the other guy said, you'll need to start PIA from your OS, then start KODI. When you want to turn it off, you can minimize KODI using the "/" command, turn off PIA, then use the "/" again. You normally install the PIA, and other VPN client apps on Android, not Kodi. All your other apps and background services use it when you are connected, not just Kodi.
