Picture quality wise DV is not any better than HDR10+ with the difference with regular HDR10 not being astonishing either. Be sure I tried and saw all variants myself. If one feels differently that is just fine as it is very subtle and subjective.

DV is known to streamline recording => editing => mastering => distribution which HDR10+ does not offer. DV is very smartly also covered with certifications and licensing. Guess what all recording studios love DV and TV manufacturers prefer HDR10+ as a consequence. That's the real fact but not really surprising is it?
How the market is going to deal with that? Probably with hybrid solutions in fact just pushing the total costs slightly up and above all confusing the customer as we see here happening a lot.

What are the customer choices then?
    a) If you want DV to work next to HDR10+ too then get your total chain with DV included. To play sure get a conventional UHD BD player with both included and buy all movies on disc. Not going to discuss illegal clones and/or illegal CFW sold from below the counter.
    b) You settle for (inferior quality) streaming services then get a Nvidia Shield TV or just a Smart TV with DV (and HDR10+).
    c) If you on the other hand like your own movie collection of ISO's with full featured playback options including Movie Wall etc then go for a media player with HDR10(+) only like Zidoo and forget about DV. This in fact produces a far better picture & sound quality than any streaming service with DV and a very close experience to using a high end expensive UHD BD player with DV.

If you want it all united in one box then keep on dreaming for one to arrive as industry wont allow this to happen.

Most of you statements are correct but also DV is a work in progress there is room for improvement over the years. The standard to go 10000 nits is there and more film studios are choosing to implement it . For HDR 10+ it is a sitting duck and within 3 or 4 years probably ancient history the same as lg's implementation of Technicolor hdr.
The comparison of Dv over the past years it's improved so that's a good thing , i remember in the start it was most of the time worse then hdr 10 for now it is mostly at the upper-hand.
Too bad for us media box fans it's also a cash cow:(
